For an existing pet, ask the veterinarian for appropriate planned-care estimates instead of inventing a state-wide veterinary price. If illness is already being investigated, do not assume that the cost of its treatment can be transferred to a newly bought policy.
A policy may reimburse later even when the hospital expects payment now. Your emergency funding plan needs to address the timing of the bill as well as the eventual amount left after a claim. This is a household cash-flow question, not proof that any insurer is too expensive.
